Requirements for obtaining a permanent residence permit in Lithuania. Eligibility, language exam, constitution exam.
Eligibility Requirements
To qualify for a permanent residence permit, you must meet the following residency requirements:
- 5 years of continuous legal residence in the EU, including at least 2 years uninterrupted in Lithuania
- Must have held valid residence documents or national visa throughout the period
Absence Rules
Your continuous residence is NOT broken by absences of:
- Less than 6 consecutive months away from Lithuania
- Less than 10 months total within the 5-year period
Exception: absences up to 12 consecutive months (18 total) are allowed for work, studies, or activities in your home country.
Note: Prison sentences break continuity of residence.
EU Blue Card Holders
EU Blue Card holders (high-qualification workers) may qualify for permanent residence after 5 years of EU residence with expedited processing. They can also sponsor family members after just 1 year of holding the Blue Card.

Family Members of Lithuanian Citizens
Family members of Lithuanian citizens must submit documents within 3 months of the citizen's arrival in Lithuania. Processing time is typically 1–2 years for spouse/family of citizens.
Lithuanian Language Exam (A2 Level)
You must pass the Lithuanian language exam at A2 level to qualify for a permanent residence permit. The exam tests reading, writing, listening, and speaking skills.
